The modification will extend the duration of the contract for an additional 2 years at a cost of £26m.
Rationale
Need for additional works, services or supplies by the original contractor/concessionaire: 1. The C-17 Command Support and Airborne Equipment (C17CSAE) Team, part of the United Kingdom (UK) Ministry of Defence (MOD), has a requirement to operate and provide in-service support to the Envoy IV Aircraft (2 x Dassault Falcon 900LX), part of the Command Support Air Transport (CSAT) programme, based out of RAF Northolt, UK. 2. The Aircraft are currently operated and maintained by Centreline Aviation Ltd on the Civil Aircraft Register (CAR), using a combination of civilian and military pilots. This Phase 1 Contract was competed and awarded under the Public Contracts Regulations (PCR 2015) and is due to expire on 31 March 2027. 3. The CSAT Phase 2 requirement, for enduring in-service support and military modification under the Military Aircraft Register (MAR), was competed under Contract Notice Ref: 2023/S 000-036566. The Invitation to Negotiate was withdrawn on 14 November 2025 due to receipt of only one tender, which was deemed unaffordable. 4. Due to the failure of the Phase 2 competition, the UK MOD intends to modify the existing Phase 1 Contract with Centreline Aviation Limited pursuant to Regulation 72(1)(b) of the Public Contract Regulations 2015. The modification shall provide for continued operation and in service support of the Envoy IV aircraft; preparatory and enabling activity associated with potential transition from the CAR to the MAR; continuity of airworthiness management, safety case ownership, crew qualification and operational approvals; and stability of the CSAT operating model pending re-competition. 5. It is necessary to make the modification to afford the Authority sufficient time to run a new competition for the provision of enduring ISS to maintain and sustain the Envoy IV Aircraft through to planned Out of Service Date (OSD) of April 2037, while allowing a minimum of 6 months for any new contractor to transition its operations into the Government Furnished Facilities at RAF Northolt, without an interruption to this essential military capability at a time of rising global tension. 6. The modification will extend the duration of the contract for 2 years and is intended solely as an interim measure. The anticipated maximum value of the modification is £26M. 7. The Contract modification will be a Qualifying Defence Contract subject to the provisions of the Defence Reform Act 2014 and the Single Source Contract Regulations 2014, as amended.
