Opportunity overview

The modification is required to extend the School, College & Centre Passenger Transport Services DPS to 23 February 2029. Under the transitional provisions of the Procurement Act 2023, DPS arrangements established under the Public Contracts Regulations 2015 may continue to operate until the mandated cut off date 23 February 2029. This extension ensures continuity of service and maintains an efficient and compliant route to market. It does not alter the scope and nature of the services, or the overall structure of the procurement. All existing suppliers awarded to the DPS may remain on the DPS subject to continued compliance with the original requirements. Suppliers listed are those currently awarded on the DPS at the time this notice was issued.

Description
The modification is required to extend the School, College & Centre Passenger Transport Services DPS to 23 February 2029. Under the transitional provisions of the Procurement Act 2023, DPS arrangements established under the Public Contracts Regulations 2015 may continue to operate until the mandated cut off date 23 February 2029. This extension ensures continuity of service and maintains an efficient and compliant route to market. It does not alter the scope and nature of the services, or the overall structure of the procurement. All existing suppliers awarded to the DPS may remain on the DPS subject to continued compliance with the original requirements. Suppliers listed are those currently awarded on the DPS at the time this notice was issued.
Rationale
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Introduction of the Procurement Act. This extension ensures continuity of service and maintains an efficient and compliant route to market until a new/amended procurement mechanism is introduced into the Act, or an alternative suitable route to market for below threshold contract awards is identified and implemented.
