Rationale
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The modification is necessary to ensure continuity of provision whilst the successor H3 framework procurement is completed and implemented. The extension will avoid a gap in framework availability for contracting authorities and maintain continuity of access to housing construction services during the mobilisation of the replacement arrangement. The duration of the extension has been limited to the minimum period considered necessary to complete the replacement procurement and transition to the successor framework.
