Procedure

Features
Competitive Flexible procedure description Stage 1 - Invitation to Participate. Interested bidders must complete and submit the Procurement Specific Questionnaire (PSQ) and response to the relevant Lot they intend on bidding on. The Authorities will undertake pass/fail checks on mandatory and discretionary exclusion grounds, financial and legal capacity assessment, and evaluation of technical and professional ability as set out in the procurement documents. Scored criteria will also be applied at this stage. The highest scoring compliant Tenderers (as outlined in the procurement documents) will be shortlisted to progress to Stage 2. The intention of this stage is to limit the number of suppliers to the Invitation to Tender Stage (Stage 2). In accordance with s24 of the Procurement Act 2023 the Council reserves the right to refine the criteria on this procurement in the following manner: • adding sub-criteria to those set out in the tender notice/associated tender documents if they directly relate to the relevant existing main criteria; • adding more detail to existing main criteria set out in this Tender notice/associated Tender documents; • adding more detail to existing sub-criteria set out in the Tender notice/associated Tender documents; • changing weightings within a pre-existing range that was set out in the tender notice/associated tender documents. Stage 2 - Invitation to Tender (initial stage) Stage 2 will commence with a letter being issued via Proactis (South East Business Portal) inviting those suppliers who have been shortlisted to tender and will be invited to a Bidders Day, due the week commencing 21st May 2026 (subject to change) Following the bidders day shortlisted tenderers will be invited to submit an initial tender response. This stage will include further detailed quality and pricing evaluation. For Lots including PCN and Permit Software (Lots 2 and 3), Tenderers will be required to participate in a structured demonstration of their solution. The Authorities reserve the right to award the contract at this stage based on initial tenders, without entering into further dialogue. Stage 3 - Dialogue Where used, this stage will allow the Authorities to clarify and refine aspects of the proposed solutions with the top ranked Tenderers from Stage 2 Dialogue will be limited to matters that do not change the fundamental nature of the procurement. Any clarifications or amendments arising from dialogue will be issued consistently to all participating Tenderers. Should the Council wish to exercise the option of dialogue phase, a letter issued via Proactis (South East Business Portal), this will describe how the dialogue will be conducted, including the location/date of and relevant meetings. Only the top two tenders from Stage 2 will be progressed to this stage. Should this be used this stage will allow the Authorities to clarify and refine aspects of the proposed solutions with the two bidders identified Stage 4 - Invitation to submit final tenders Stage 4 will commence with a issuing of a letter to the two bidders identified in Stage 3 at Dialogue stage to submit their final tenders. Final tenders will be required to be submitted in accordance with the timetable and the relevant instructions included in the procurement documentation. Final tenders will be evaluated on Quality and Price to determine the Most Advantageous Tender. A final due diligence and financial capacity check will be completed before the Authorities issue an intention to award and conclude the standstill period.
